Jukka Teräs is the President of the technology transfer and consultancy company Norrum Oy in Helsinki, Finland. He has more than 20 years experience on innovation promotion and regional development from both public and private sectors. He has gained a special expertise on regional clusters, innovation environments, and issues related to non-metropolitan regions.

Teräs has been involved in research and consultancy assignments ranging from EU related interregional co-operation programmes to region-specific and company-specific issues. He has also acted as a strategy consultant for various regional development programmes in several countries.

Dr. Teräs holds a Doctor of Science (Technology) degree from the University of Oulu in Finland. He currently holds a post-doctoral research fellowship at Scuola Superiore Sant*Anna, Pisa in Italy on SME clusters, with special reference to high-tech districts.
